Who this page is for
Owner-operators and small fleets based in Chula Vista, National City, Otay Mesa, and San Ysidro: local delivery and box trucks, dump trucks and construction haulers, tow trucks, landscaping and contractor trucks over 10,000 lb GVWR, hotshot and flatbed haulers running to the Inland Empire and across the border zone. If you are paid to move someone else’s property, or your truck is rated over 10,000 lb, you are a motor carrier in California’s eyes and this page applies to you.
What the California DMV requires (Motor Carrier Permit)
The DMV says who needs a Motor Carrier Permit: “Any motor truck of two or more axles with a gross vehicle weight rating (GVWR) of more than 10,000 lbs” and “any other motor vehicle used to transport property for compensation.” On insurance, the DMV states: “Levels of liability insurance vary from $300,000 to $5,000,000 combined single-limit coverage, depending on the type of vehicles and the property transported.” Proof goes to the DMV on a “Certificate of Insurance (MC 65 M) from your insurance provider.” (Source: California DMV, Motor Carrier Permits, linked. Requirements as of September 2026; check your situation with the DMV directly.)
What that means at our desk: your carrier issues the MC 65 M once the policy is in force. We request it with the policy, and we tell you which liability limit your operation falls under before you buy.
What the FMCSA requires (interstate and for-hire)
If you cross state lines or haul for hire under USDOT and MC authority, the FMCSA sets the floor. Its Insurance Filing Requirements page lists $750,000 in liability for for-hire property carriers with vehicles of 10,001 lb GVWR or more, $300,000 under 10,001 lb, $1,000,000 for certain hazardous materials, and $750,000 plus $5,000 cargo for household goods movers. The filing forms are BMC-91 or BMC-91X, and the policy carries the MCS-90 endorsement. (Source: FMCSA, linked. Requirements as of September 2026.)
The carrier makes the BMC filing electronically with the FMCSA. We request it when the policy is written, so it is part of the order from day one instead of an afterthought.
Coverages we quote
- Auto liability. The limit the DMV or FMCSA requires for your class, or higher if a shipper contract asks for it.
- Physical damage. Collision and comprehensive on the tractor, truck, and trailer, with the lienholder listed.
- Motor truck cargo. For the freight you haul, with the limits brokers and shippers write into their contracts.
- General liability. For work at customer sites and yards, often required by construction GCs and property managers.
- Non-trucking liability and hired and non-owned auto. For owner-operators leased to a motor carrier, and for businesses whose employees drive their own vehicles.
- Workers comp. Required in California once you have employees; the DMV asks for proof of it on the MCP application too.
What we need to quote
Your USDOT and MC numbers if you have them, or your MCP number. Year, make, VIN, and GVWR of each unit. Radius of operation and what you haul. Driver names, license numbers, and dates of birth. Loss runs from your current carrier if you have been insured before. New ventures are welcome; some carriers write first-year authority and some do not, and we know which is which.
Frequently asked questions
Do I need a Motor Carrier Permit for one box truck?
If the truck has two or more axles and a GVWR over 10,000 lb, or you are paid to haul property in it, the DMV says yes. See the DMV’s Motor Carrier Permits page, linked above.
What is a BMC-91X?
The FMCSA form your insurance carrier files to prove you carry the required liability limit for interstate for-hire authority. The carrier files it; we request it when the policy is written.
Can you insure a brand-new authority?
Some of our carriers write new ventures and some require a year of authority. Tell us your start date and we will quote the markets that fit.
